I had not taken any interest in the minor weapons charges but from what I've heard from people who seem to be knowledgeable is that the laws are conflicting and impossible to follow or understand.

They aren't impossible to understand and can have a clear meaning if you understand what "and" and "or" mean while following the order of operations, but they definitely can't be understood by a smart person at a glance or by a rando on the street if you gave him 15 minutes to read through it. I can tell what the law was designed to do based on similar laws in other states, but somewhere along the way, some r-slur started swapping around "and" and "or" and made it completely pointless.
