These carts are all over the Mission here in SF. I wouldn't even categorize them as bad street vendors, especially compared to fencing stolen shit.

Right. They're actually selling improved goods, products of economic activity. Not the dudes selling your flatscreen on Canal Street.
Because in most places in Latin America there isn't peepee for social services, people without a job go and make one. If people don't like it, they don't buy it and they stop selling. Thought rightoids like the free market and lack of government control?
