What does he mean “the Secretary of State won't confirm that it's a true FOIA”? Did they send it to him or not? Why is he doubting what they sent him is real?

That really confused me too. The only way I can interpret to make sense it is that Josh didn't request the FOIA himself, but instead received these documents from an untrusted third party, and he wants the dept of state to confirm their legitimacy.
