There's no prevailing explanation as to why a camera would be affected. Cameras do not interact with or depend on signals.

I'm not taking a side in this, but a 5 watt radio can frick with electronics. A guy i was deployed with used to game by our radio charger and every time they got left on they would activate the touch buttons on his laptop and turn off his wifi. My vhf radio can make my computer think my mouse disconnected if it's near the cable. An 800 mhz radio i used would disconnect my monitors during data bursts.
Again, i don't care who is right or wrong but you're r-slurred for saying jammers would not affect electronics in various ways.

I think you're right as the reason cables etc are coated is partly to protect them from radio interference.
However, in this case, the presidential limo has driven by many people using their phone for a very long time now and there isn't a widespread panic about this so I think it's coincidence
