But he is probably kgb related, his father worked in Italy, during Soviet time people extremely rarely got permission to leave the country. Also there is no mention what his dad did there. When Soviet Union failed they returned. That's also strange because people were leaving normally and he also got top position in St Petersburg university as head of a faculty, you don't get such positions normally. Then Pavel as someone ultra smart started studying English at university in his dad faculty.

That isn't unusual. During and after the fall of the Soviet Union, many of the nomenklatura switched gears and took advantage of the chaos to retain their elite status in the new oligarchical system.
