From a man's perspective, he is definitely sleeping with those women. He's not giving you his full attention when he is around, and he's abusing your trust. It sounds like when people date and "take a break" just to hookup with someone else. I'm not perfect and my other head has tried to lead me astray multiple times but I never commit to it, because her seeing someone else or talking to someone would destroy me and she doesn't deserve that disrespect. Was married from 2015 to 2022. She passed. Lesson I learned is this. Things amplify in relationships. If he is very messy probability later on in life he's gonna be a disaster area guy.
