And the sign could easily be rigged to deliver a shock that's isolated from the ground, including using separate wires or having the ground posts be coated / nonconductive material

Nobody knows what form of power we're looking at here. 24vdc hurts more than 120vac, but less than 277vac. Overhead lines are the "somebody find a 2x4 for the corpse" levels. Add in the dude getting caught offguard and the fact the sign may have been secured into the ground harder than normal to really force him to grip it.

Just an example method for isolated shock ability (illegal) (don't do this), the sign itself is nonconductive coroplast. A grid of thin wires or conductive gel on each side. Maybe even just one thin wire along the top third. The front side gets connected to Positive, backside connected to Antipositive. When you grip the top of the sign, your hands complete the circuit. It's completely isolated from the ground.
