As far as I'm aware, they count as separate jurisdictions and you can be charged with a state and federal charge over the same thing, its just who actually does the investigation,

I'm also just guessing and most of my law understanding is from watching law and order as I fall asleep

I think its literally just who is investigating it, it looks they got investigated both locally and by the big bad fed, and since fed charges are more spooky(also Georgia didn't have a hate crime statute at the time) they decided to charge them federally instead of state.

Feds aren't just allowed to charge you for any crime though. Normally there have to be special things first as far as I understand. Idk anything about law though.
