No, it's more nuanced than that. It's not that they think black people can't get IDs. It's that they think that Republicans think black people can't get IDs and that's why Republicans want voter ID laws.

Besides, there are plenty of people who actually would be disenfranchised by voter ID laws, like:

  • Old people born before identification documents existed.

  • Undocumented migrants.

  • Dead people.

  • People who just want to vote multiple times (it's a free country).
