It's not really true. There are two main problems here:

  • In the past untrustworthy / low-status men from shithole societies would just avoid nude beaches. Indians in particular tend to embody traits that are particularly toxic to nude beaches though - a high willigness to openly creep on women in groups while not even making token efforts to obey social norms. Like they will decide as a group that going to a nude beach to leer at women is an awesome way to spend a free day with the boys.

  • The problems caused by untrustworthy / low-status men at nude beaches have been compounded dramatically by the introduction of smartphones.
