it kind of feels like governments here are intentionally allowing the issues we do have to fester. Someone in this thread put it well, there's a libertarian streak that informs how we handle things like public drug use and petty crime. It can feel like this is a choice rather than a problem that the government is trying but failing to solve.

This... but replace "feels like" with "it is obvious that". After 25 years of every decision made by Portland, Multnomah County, and Oregon being the one most likely to promote homelessness, I just do not believe it's an accident anymore. It really requires you to suspend disbelief way too much to imagine that this all happened by chance.

I always get the feeling that it's split between 'working as intended' and 'people will stop being paid to solve a problem if the problem gets solved'.
