Carnival and bootyshaking is a Rio de Janeiro, large hustle and bustle thing (capitals in the North and Northeast also have carnival traditions) but is not universally beloved there, and most religious conservatives are not catholics but evangelicals (around 1/3 of the population is evangelical).

So Rio is a funny case because lower classes there are extremely trashy and ignorant (like elsewhere), but there's also a large evangelical population in the city which protests against carnival deeming it satanic. Catholicism is declining and most people are catholic in name only. Like they'll go to church a couple of times per year and pay lop service lol.
