Having been mauled by two dogs in my life:

Neither of these dog's body language suggested that they were acting aggressive to me in either video. They were acting defensively and territorially.

As much as I understand the officer's heartrate being up while the dogs are following close on him, he 110% escalated when he walked up those stairs and started kicking the dog. If the dog bit first, I'd have a different thought - but that's not what happened.

Being mauled twice does not give one the credentials on understanding-dog-behavior that this guy thinks.
