Can't remember the last time I spoke with a real French person, but their famous cultural arrogance is just an inferiority complex resulting from being outdone by the English at everything for the past 300 years, then being saved by the same English in WW2. This is especially funny given the current Bong societal collapse.
I have spoken to several French Canadians over the years though. Same arrogance, but with fewer teeth (like they literally have fewer teeth in their mouths) and an even greater sense of entitlement to government gibs.

I'm shamelessly francophile but that's not true.
The British aristocracy communicated in English by the 18th century (unlike the Russian and many German courts which preferred French) for instance. And by 19th century with Britain's global rise to power you can see their soft power making its way on France, Balzac uses English words as βgentlemanβ (in the original French edition) as some fancy term and French aristocrats wanted English butlers to serve them. My point is that Victorian Era English nobility/gentry was seen as peak sophistication.
