Oregon, California, New Mexico, can someone pull the literacy rates on blue state students?

I don't know about California or New Mexico, but in Oregon the numbers were so bad they just opted to get rid of the math and English requirements to graduate highschool. They were also super stoked they got the drop-out rate down from 25% to 20%.
