It's log but not the same on each axis. Again absolute numbers on a bar graph makes it all more clear.

The x=y gives you direction but you're actually telling me you can tell the degree of difference by looking at this graph? Is there twice as much us immigration with Germany? 3x?

The y=x is not for direction, it's for the comparison. Countries above the line means y>x, countries below the line means y<x. Since all countries are above the line, that means all EU countries have more emigration than immigration with the US.

Edit: Also the degree of difference can be seen by how far a dot is from the line. The farther it is, the higher the difference.

Who cares about individual countries. You can just look at the overall trend and see that it's roughly parallel to the y=x line, indicating that the relationship is roughly linear, and the offset is about 5, indicating that overall, there is about 5x more migration to the US than the opposite.
