It's not even that. They can go to the shelters, but they don't want to because the shelters have sobriety rules for obvious reasons (dealing with a swarm of homeless people is bad enough, it's unworkable if you also let them get as high as they want).

Also "the shelters are full" actually means "we estimated there are 9000 homeless but only 7000 open beds in shelters so there's not enough beds and you can't force them to go there". That's literally how these laws were written.

That's not what I've seen even here in California. The individual needed to recieve a shelter bed offer in order to enforce their removal. The total availability doesn't have to be sufficient for theoretical homeless counts.

The cities here have been entirely misleading about how much their hands are actually tied, much as they have been over shoplifting.
