Current thory: the "people in charge" (insert whoever you think they are) were well aware Biden was unfit for office. But they wanted to have control over his replacement. So they waited until the after the primaries, after he was "democratically" chosen, then ran an early debate to reveal how unfit he was, so they could replace him themselves at or before the convention.
Why else would they have held the debate so early? With fairly balanced moderation? And have the media almost unanimously declare him unfit so immediately?
I think he's about to get replaced and I'm 50/50 certain that it'll be Gavin.

I think no cause 1) this theory is too complicated to be particularly plausible (Occam's razor), and 2) Biden's debate performance makes the Dems as a whole look bad, not just Biden.
Also, I'm not sure Gavin would be a good replacement. He has a lot of baggage like the French Laundry incident and as a California politician, he would be easy to attack with videos of San Francisco / Los Angeles street dirtiness and car breakins and so on.
