The Queen Consort's children. Not the ruling monarch's. That's why it's different with Rheanyra's sons, because they were the child of the ruling power. Cersei's children were not Robert's children, which removes them from the line. Also, no one hates Myrcella, Tommen, or even Joffrey, for being bastards.
