I think it's even more abstract, they forced Microsoft to allow kernel extensions willy nilly and therefore Microsoft couldn't lock down their OS and gatekeep the access extensions have or possibly even updates, kinda like Apple does with the App Store

It's microshaft trying to save face. They'd direct blame to literally anybody but themselves, but we know that the real cause of this was Rakesh on 3rd floor tripping over server cables
