Plastic bag ban has little to do with it, professional shoplifters were using their own bags, stuffing goods into strollers etc. long before the ban came along. Favourite trick is to use kids, because if stopped you kick up blue murder about "this security guard is upsetting my baby".

It's more to do with lack of prosecution or meaningful punishment. He's right about the measures only deterring opportunistic thieves, but to stop the professional criminals, you do need stronger measures.
