Let this be an example of why I stopped trying to argue with rightoids. this person is so wildly r-slurred, so detached from reality he physically cannot comprehend how numbers work. When backed into a corner and proven wrong he falls back on the "the cabal is covering x thing I believe up, so I'm not actually wrong" gambit.
What is the cabal covering up today? the size of the US electorate, apparently - you see, the population doesn't have more voting age adults every 4 years.

Pull on any thread in Deep State bullshit and you rapidly get to a really simple question. What happened in the Cold War? There's two scenarios:
The deep state was massive, employing hundreds of thousands, maybe millions of people who were completely loyal for decades. We managed to completely dupe the Soviets for all that time, which is why they never had any evidence of it. And somehow in your entire life you never met any of their kids? None of your friends met any of their kids?
The other scenario is that the Cold War wasn't real. The Soviets knew because they've been part of it all along. Now you're departing from r-slur world and entering schizo world. Everything we believe we know about the world is a lie. Well if that's the case, why would you even care about the machinations of the deep state? They essentially are God.

There are thousands of different businesses in your city.
A local politician comes in and says if you vote for me I will lower business tax which will frick over 10% of local residents who aren't businesses.
The businessmen, without knowing every other businessman, nor having interactions or a large meeting, in the majority of cases end up voting for the local politician even though it fricks over others in the community because they all ran businesses and learned that you make the choice that helps businesses.
Now apply the same logic to politicians whose kids grew up in the same environments inculcated with the same education and ideals.
The deep state in practice is generally just the state who all end up voting for their interests or beliefs first that might not necessarily converge with the interests of the common man.

Unintended outcomes (negative externalities) of government decision-making are inevitable. It's impossible for politicians to maximize or center on "the interests of the common man." There's no way to measure it, so they simply say that they are.
Having self-interest, which is normal, isn't indicative of a deep state.

People generally operate in accordance with "self-interest." In economics, we have this archetype of a person who is 100% self-centered, which is realistic, but it's just a working assumption to let us play with the rest of a model. In the real world, people are mostly like that, but there's degrees of "other interest" as with one's family, friends, acquantainces, and basically down to nothing when we're talking about People of Tent or faceless future generations.
I'm always of the opinion that people are largely self-interested. Even voting for "the sake of others" is just a feel-good act for one's self (and of course to show your peers that you are a Good Person).

What @Grue is getting at is that politicians and bureaucrats voting in their own interests causes spontaneously organization which could be called deep state, especially because of their specific special interests (remain in power and arrange working retirement out of public service).
And the cowtools available too them goodness gracious. They have the power too pivot what their interests even are, by weight of power, if we look at politicians and bureaucrats as a class.

People honestly don't vote their own interests. The average fly-over rural Republican voter is a hard-bitten communist -- they think farming and manual labor are the only "real American" jobs, they hate educated coastal elites, they hate city folk, they hate rich people, etc.
But the Republican party sells them on the "we are the Moral Christian Party" window dressing, hitching their vote to their ability to go to heaven.
The rest of the platform can change to anything but typically does jack shit in their interest.
The only Deep State is my balls but that's a different thesis.

There are proven examples of deep states operating in other countries though. It's a similar phenomenon too MK-ULTRA where the topic draws schizo conspiracy theorists in like moths too a flame which makes it seem like just another r-slurred conspiracy theory by association.

Deep states were responsible for terrorist attacks and assassinations in the latter half of the 20th century in several countries.
