Since gen 2. It's actually pretty simple. Every pokemon has 6 stats and each parent randomly transfers 2 of them each for 4, the last two are randomly chosen and given a random number. So it can be controlled sort of. The babies always hatch out of eggs at lvl 1, it looks like the mom but has the secret inherited moves of the dad. So if like a charizard dad with a special move bred a vaporeon female youd get an eevee with the charizard move at birth. It's fairly simple and there's items to manipulate odds of stats.

I think in PokΓ©mon there are abilities a PokΓ©mon is born with, and the other can be developed with time. This is specially important in competitive PokΓ©mon because it influences on the damage, defense, speed, etc. I think IVs are the ones you are born with, and those can't be changed. The only way to change it is catch another PokΓ©mon and hope for the best. EVs are the opposite, and can be enhanced with items or something I haven't played PokΓ©mon in decades
