No, it's when the adults all put the cars in a parking lot and kids can go from car to car (trunk to trunk) and trick or treat.
It was born for kids who live in really unsafe neighborhoods to have a chance to do something at least sort of Halloween like, but it get bigger as it was latched onto by a mix of paranoids, control freaks, and (in fairness) parents with kids too little to go out alone whose work hours don't let them take them on Halloween itself or kids who live in the boonies without many houses to go to.
