Doubling H1B visas when American skilled workers can't get jobs would be uncontrolled immigration, from the perspective of that particular market. But this is a subset of a general argument about why we need millions of migrants because "no one wants to work anymore" (ie. Americans expect reasonable pay and can leave the company if it's shitty enough).
