It's basically inevitable that at some point it's going to become scientifically possible for people to grow tails, ears, have horns, etc. This kind of procedure will do wonders for affirming people who were born into the wrong species, within a few years I very well could have wolf ears, a wolf tail, and fangs.
The government currently pays all kinds of poor people's medical shit and for 
surgeries, even those of illegal aliens. Would it not be fair and perhaps even more important for species affirming to be covered?
