The biggest tell will be if powers are relinquished when the cartels have been crippled to a degree where they cannot easily return.

It was three meals a day as well as many other privileges for cartel members (day passes, visitations, outdoors time etc.) back when the government was actively bargaining with the cartels to keep the murder rate down.
This actually worked to decrease the homicide rate surprisingly well for awhile but the truce slowly deteriorated until one day a cartel leader didn't like how negotiations were going and decided to kill 87 people in one day.
