People living in first world countries typing from cozy air conditioned rooms while drinking a cup of overpriced starbucks coffe as usual won't understand that maybe, just maybe, giving up your civil liberties to gain the perk of being able to go to work every day without the very real fear of you or your family falling victim to crime violence, might actually be a decent tradeoff.
When a country's institutions have been corrupted to the point of allowing crime related violence rise to those levels, it's a clear sign that its democracy has already been long subverted.
It's very rich for us in countries privileged with at least somewhat functional law and order and no essentially paramilitary criminal cabals in control of a shocking amount of the country to judge a country resorting to extreme measures due to a literally insane homocide rate.
The biggest tell will be if powers are relinquished when the cartels have been crippled to a degree where they cannot easily return.
Privileged little redditors will always find a way to preach about how they could easily find a way to fix all those issues, while preserving their virtuousness on top of their moral high horses.

My thoughts on how this was successfully accomplished in El Salvador, but not in Mexico are:
1. El Salvador is much smaller and less populated than Mexico, which is a geographically large country, and has countless regional cartels that are way, way more powerful and richer than the Salvadorian gangs are (they are not even called cartels btw), and thus, it is easier to get the situation under control if the government wants to.
2. MS-13 was nowhere close to being like the militarized, drone-using, multi-billion dollar drugs and arms trafficking empire that the Mexican Cartels are, the Mexicans are a whole different Goliath when compared to the Central American gangs, so I do not think that Salvadorian gangs were able to successfully bribe or assassinate each and every single politician and military figure in the country to allow them to continue their activities.
3. Unlike the Mexican Cartels, that have become de-facto state militia groups and thus have started to LARP as legitimate state organizations instead of random street criminals, through the use of propaganda, the Mexican Cartels try to portray themselves as badass anti-heroes, who protect local populations against extortionists, thieves, male feminists, rival cartels, corrupt politicians, and distribute humanitarian aid, food, money, and even toys and electronics to people in need, only brutally torturing and mutilating rival cartel members, the MS-13 and other Central American gangs however, did not gave two shits about winning the hearts and minds of the local population, they were more full-blown Columbine-esque psycho mass murderers who caused chaos for the sake of it, rather than criminal organizations working as business ventures for profit first and foremost, this effectively killed any realistic chances of politicians and civilians tolerating or collaborating with them, the basic narrative became, if you ally with the Mexican Cartels, you gain money, if you ally with MS-13, you gain mass murder, mass emigration, and economic and societal breakdown, as an example, look at Nigeria, where Boko Haram was so fricking unhinged in mass murdering children, that literally everyone hated them and wanted them gone, as a result, motherfricking ISIS were the ones who exterminated Boko Haram, and as a result won the support of the local population - https://en.wikipedia.org/wiki/Battle_of_Sambisa_Forest_(2021)
4. On the topic of El Salvador being a tiny country, if gang violence reached a point of total chaos and anarchy, then the economy and social fabric of the small country would collapse, turning the entire population and political apparatus against the government and the gangs, because there is no more money to be made in an anarchic hellhole, Mexico for example, while still being extremely violent, still has a decent economy, a big tourism sector, international participation, and the appearance of a "normal" modern state that functions, given how closely intertwined with the government and the economy Mexican Cartels are, the Mexican Cartels therefore understand that they cannot turn the whole country into 1994 Rwanda, because their profits would heavily decrease, so the Cartels try to avoid making the situation going completely out of control everywhere, but again, the MS-13 just did not cared.

The big difference is that El Salvador went through a civil war 1980-1988 where lots of people got killed and everyone got more extremist. Everyone in the middle got killed off (good example being Oscar Romero where apparently he got killed by the rightoids because they got to him before the leftoids). We talk about "polarization" in the USA. This is a place where the center got wiped out and they were basically left with fascists and commies in roughly equal numbers. Then suddenly the Cold War ends. Only the most evil leaders are still left alive. They're pressured by foreign powers into getting along with each other.
Mexico was nowhere near that fricked-up in the boomer generation.

In Mexico's case, there is a reason why drug cartels first rose in the country's north.
Since Spanish colonial times, the lands north of Zacatecas were largely autonomous, with a settler-colonial setup (unlike the rest of New Spain) and community leaders aka patrons acting as de facto rulers. When Mexico eventually became independent, the central government tried to centralized control of its territories, much to the anger of the North (think Texas or California). As a result, Mexico City largely gave up on centralization and opted for a federal system, which meant that the Northern states had their autonomies guaranteed.
This, along with banning (for a while) and , led to groups of smugglers making big, like Al Capone did in Chicago and the Mob in NYC. The smugglers eventually became the first Mexican cartels, which evolved into primarily smuggling drugs and other high-value products since.

Because the state is stronger than gangs, El Salvador is small and centralized enough so an authoritarian President can actually do something about crime.
This is not possible in countries like Brazil and Mexico.
In Brazil the facções collude with local authorities to keep their territory within certain shithole capitals, while the Federal Government pays lip service every now and then, the penalties for crimes are too lax and the judiciary is too incompetent and corrupt to actually put vagabundos in jail.
In Mexico there are entire states ruled by narcos, they have governors, state police and judges in their pockets and are beyond saving unless some centralized military dictatorship happens.

Remember that originally, human rights only applied to "civilised" societies. The Hague convention on rules of warfare for example explicitly said it applied only two wars between civilised countries.

He completely steamrolled the rotten political establishment and ran with it. He was kicked out of whatever lefty party he was in so he made his own and then 80%+ of the votes.
