What you actually did was link a paper downplaying climate change that quite literally said "of course we can't account for natural disasters" lmao.
how do tax policies not help reduce pollution? if it costs more to pollute, it forces people to find ways to pollute less, taxation in this context is in fact effective. On what basis is it not?
if human activity is contributing to climate change (and if you aren't a climate denier you'll admit this) it would in fact be in our best interest to make the cost of polluting extremely high.

it has raised over 28 billion dollars for california. the wildfires have caused some 250 billion dollars in damage, and yes some of the money california has is in fact in the budget.
