I've just never understood how experiments like these can give any useful data while avoiding all the risks of it backfiring and having the naysayers going "see? Xyz doesn't work here, so it won't work at scale, either".

Also, a classic urban / rural slapfight;

Every opinion from the rural areas ignores the fact that the rural areas use more state aid than they generate in tax revenue. They exist because the urban areas generate enough tax revenue to cover aid needs in the rural areas.

Anyways, these pilot programs are all r-slurred because they're all too cheap to do it for real. Seriously just buy annuities so you can guarantee the money every month for life. That will tell you what the actual effects are.
