Even if Al did deserve his emotional breakdown for stealing Woody, you gotta understand all the trauma he went through in the end; the Woody doll was the one piece he needed to complete his Woody's Roundup collection so he could sell it to Mr. Konishi and make a handsome profit, as Mr. Konishi wouldn't accept the collection unless Woody was included. When Mrs. Davis refused to sell Woody, Al first tried his most honest attempt (going as far as to pay $50.00 for it, which would equate to $100 in 2017) before resorting to theft. Al is also shown to take good care of his merchandise, proven when he hired a professional cleaner to fix Woody. When he got to the airport, he informed the workers there about how valuable his Woody's Roundup merchandise is. Even though it was because of Andy's toys that Woody made it back to Andy's house, Jessie and Bullseye ended up joining them, and Stinky Pete ended up in Amy's Barbie backpack, as far as Al is concerned, the workers at the airport were extremely incompetent; besides Al's Woody's Roundup merchandise, several other items have disappeared from their cases, such as a set of golf balls and a set of cameras. A box full of glass was also destroyed, a few people had to have some of their suitcases placed on another flight, and if the hatch Woody and Jessie used to escape through remained open all the way to Japan, there would be more damage as a result of compression. Al would have every right to be upset over losing his most valuable possessions, and would have most likely sued the airport for misuse of his suitcases and apparent theft. Same thing would go with the owner of the camera set (who likely would question why there are pictures of Stinky Pete on its roll when he/she gets them developed) and the ones who had to wait for their luggage. Amy's parents might have also had to inform the airport's workers about how their daughter found "a big ugly man doll" in her backpack. Just to add insult to injury, by the time Al returned from Japan, he found that someone had broken into his store and knocked down a whole shelf, taking a Zurg action figure from its box.
