I comes from back when the old gang at the USSR was still together. They referred to that area as the Ukraine

it's a relic from when more people conceived of Ukraine as a region rather than its own state. Same as saying 'The Catskills', 'The South' etc.

It's becomes yikes in recent years due to the challenges to Ukraine's sovereignty.
