Wherever you're getting your information from is referring to talking points about a filter that was trialled 10 years ago and found to be unworkable. The filter that '90%' of ISPs use is from a media release by the frickwit Stephen Connroy after he was forced to back down on his stupid puritanical bullshit filter because it didn't work. It's just politician speak for "I fricked up but dont want to admit it so I'll make myself sound good"
