Question: Why doesn't the US just develop Mexico and become a sorta continental super power?

You don't even need political enlargement, just have the same deal as US and Canada does right now but have it end up similarly with US Mexico, how hard could it be. So again I don't understand why the US doesn't just do that. Fund Mexico until it reaches 23000 GDP per capita like Canada in 2001. Then have them agree with everything you do. How hard can that be?

But wouldn't they still be cheap labor afterwards?

I guess in the same sense that Canadians are cheap labor, in other words no

But then wouldn't you all three together have a GDP big enough to get cheap labor from further south? Also wouldn't the amount of time to develop Mexico also result in enough time for further automation resulting in an even lower labor requirement?

They get to retain unquestionable superpower status. Won't have to keep competing with a billion plus people and risk losing.
