No, some Western sources claimed that Belarusian forces were among the Russian troops but it was never confirmed. Lukashenko denies any involvement vehemently, naturally. However satellite images show Belarusian forces moving into position, their vehicles are marked with a red square, similar to "Z" and "V" that the Russians are using. I'd be surprised if they don't join the war eventually.

Yes but not officially. The funniest thing will be when on last days of this war Putin will officially declare war on Ukraine this will be needed for jurisdiction reason, officially Ukraine and Russia ain’t on war. When you settle for official peace talk you need to agree about the territory changes that’s why technically Jap and Russian are still at war.
