I read about a US high level government exercise, in like the 2000s.

So the scenario was that, unlike today, Putin attacked right to the Baltics, but, like today, his attack goes poorly. He resorts to firing off a tactical nuke or two for some tactical wins. What is the US response?

The Secretaries and Undersecretaries of whatever went off and had a meeting to discuss their hypothetical response. So did the Deputy Secretaries and Deputy Undersecretaries, separately.

The Deputies came back with their plan. They felt the US should refrain from a nuclear response. With this moral high ground, saying "It's not worth ending the world over this", they felt a diplomatic effort to unite essentially the entire world against Russia would be successful.

The Principals came back with their plan. They felt the US should nuke Belarus. Belarus wasn't even actively involved in this scenario. Nuking Russia would risk ending the world, but they felt they had to nuke someone.
