Yeah either the cards are "too valuable" to be played normally, because you risk damaging them while shuffling, or poorcels create fake cards because they cant afford to purchase a real copy.
Currently there is a tug-of-war between purists who say that you must own the legitimate card to play with the card against a group of people that considers it a form of gatekeeping (or pay to win) to disallow proxies in casual settings.
"Proxies" are not to be confused with "counterfeit" cards. To be a "proxy", a card has to have very obvious markings or design to show that it is fake. "Counterfeit" cards attempt to mimic the real version of the card as closely as possible.
