As Artist 1 was second place, I looked to reach out to her. Not only does this Korean do commissions, she has a phenomenal portfolio with a surprsingly affordable price. @Redactor0 you were right on the money about this one.

Here's the thing, she is Korean. I do not speak Korean. And contrary to what everyone else has said about using Google Translate, I still do not trust it enough to rely on it solely, especially after consulting a Japanese speaker here.
Therefor I am canvassing for people who can at least partially understand Korean, and either act as a liason or counsel me on my communications with this woman.

I just got a hold of a Korean speaker, so I am sending you this wall of text yet again. Sincere apologies for flooding your inbox with spam.
I am interested in commissioning a half-body of a rather unknown character - Marsey the Cat
She is (or was) traditionally drawn as a cartoon cat in a simple flat art style. However there did exist one interpretation of her as a cat girl, which would be the primary reference. Here is an additional cat girl reference, however this is in the simplistic cartoon style.
Other references: If you have seen or heard of Amélie, I think the main character in that movie is emblematic of some of the qualities in "Marsey" - mischievous, playful, innocent, quirky, confident but not a social butterfly. Here is an additional shot from that movie.
It is important to tie "Marsey the Cat Girl" to her roots as a cartoon cat. You see in the first reference / interpretation, where the features that signaled a relationship were: the color scheme (orange), the cat ears, and the memorabilia on her dress (the gold pins on her overalls are cats). I am not hard set on copying the overalls, so if you think in your wisdom that "Marsey" would look better in a different outfit more suitable to her personality, I would support it and compensate properly.
I would ask if it is possible for you to draw animals in any capacity. I think the inclusion of a cat with the same cap-and-saddle pattern as the original cartoon "Marsey the Cat" - either in the background or in her arms. The focus of the art is on the cat girl, but the cat would be a callback to "Marsey's" origins. If this is not possible, that is fine.
Lastly, with regards to the background, if you are capable of doing so I think a background of a traditional European city/town street would be fitting, though I am not hard set on it and open to suggestions. This was an idea I got from the Amelie movie. Additionally, I have a peculiar but simple request for the background. If it is not possible that is fine. Assuming that you choose an urban background, there should be a visible neon light sign that says the following specifically in English: "DRAMA".
Examples of what the neon light "DRAMA" sign would look like. However, you are the artist, and if you believe it would look better in a different style, then I trust your judgement.
As for poses, I don't have any hard set on my mind, so I leave it up to your good senses. A face that shows any of the qualities I listed above would work - mischievous, playful, innocent, likes to troll, warm-hearted, tomboyish.

@Dramarama hey does this look like its too demanding? I have sent this out to all artists, no replies yet except for the Korean one which was simply acknowledging that she is trying to read carefully. Am I scaring away artists for this wall of text? I try to make it clear that they have control. but I thought it was helpful of me to be as descriptive as possible for their sake.
In my message, there are links to various references (that I removed here so dramathrowaway can translate). What do you suggest I do differently in my sent out requests, if anything at all?

Personally I would be okay working with this kind of long descriptions but usually artists have some request form where you can fill with more specific details for the sake of brevity. I think perhaps you should start with a more simplified request with the important details and omit a lot of the text since most artists only care about the specifics of the commission. Also if you're going to request a background and extra props (like adding a pet) make sure to check if the artist accept these things beforehand, most artists usually have a "Do/Don't" list where you can see if they're okay with drawing backgrounds and extras
If the artist doesn't have a commission form then I'd organize the message like this:
Type of commission: Halfbody
Character References: Links to the references (pictures), here you can clarify that Marsey is originally the cartoon cat shown in the references and that while you're okay with the artist sticking to the current catgirl design, they have artistic freedom to modify the design as they see it fit since you're interested in getting different artists' interpretations of the character
Personality: keywords like playful, innocent, quirky, confident but not a social butterfly, etc
Background: Describe the background or link to pics to use as references and here you can also add the detail about the "DRAMA" neon sign
Other: Here you can ask if it would be possible to add a small cat and also if it would be possible to add some other callbacks to her original cat form, like the pins
Also let them know that if they have any question about the commission to ask you so you can elaborate or clarify

I'd give her the benefit of doubt, a lot of us artists sometimes get into these artblocks and crisis of confidence and that might affect our work and we always want to deliver the best product we can so if we feel like we're not gonna be able to do so we prefer to cancel the commission than deliver an unsatisfactory piece. I think asking her what she'd be okay drawing was a good move to see if she could at least work in the character, if you're not very picky you can always get the character with a transparent background and commission a bg separately from a different artist or just use a photo as the background
Though I think the next time you should avoid mentioning that it's for a forum dedicated to trolling and such, I feel that might turn some people away. Regardless, all that is left is waiting for her response

I'm sorry if I keep bothering you, but I don't have an art sense and I want this to be a hit out the park. You grasp Marsey well and have a vision of her far exceeding my own.

I wanted to ask, if you were the artist (or commissioner), what is your vision of Marsey? I do not have confidence in giving an answer for the BG.
I did send the main character of a french film - Amelie - as a reference. So based on that film alone, I would say an outdoor, European-urban environment. But this is a "messy" background as well, so it won't be detailed. Considering Marsey is an icon of "Drama", then I could say indoor in a theater or stage. Or outdoors as that would be easiest and put the focus on Marsey, may contrast with her orange better?
I don't know, I do not have a solid image in my mind of what I want, rather I went in hoping that the artist comprehends the essence of Marsey, and uses their creative freedom to draw their own faithful interpretation.
Would you do the same outfit again? Would you try something different, or should the artist continue to use your original pic's dress as the hard reference?

EDIT: technical question, I chose half body, assuming it goes to their thighs / butt. Is that wrong, is half body only to their upper abdomen? They have maybe one example of a full body in there I think. Is the Dress Up Darling picture they have an example of a half body or full body? Half body is generally better right? Because it forces the artist to put more detail and focus on the face and the upper dress, which is most important. Or am I wrong?
