Critical Race Theory is "... a body of legal scholarship and an academic movement of civil-rights scholars and activists in the United States that seeks to critically examine U.S. law as it intersects with issues of race in the U.S. and to challenge mainstream American liberal approaches to racial justice. CRT examines social, cultural, and legal issues primarily as they relate to race and racism in the United States."

It is an extension / specalised focus field of Critical Legal Studies, which is a field that claims that

"Laws are used to maintain the status quo of society's power structures"

Thus, Critical Race Theory is the study of how

Laws are used to maintain the racial status quo of society's power structures

or, in a different way of saying it,

racism and disparate racial outcomes are the result of complex, changing and often subtle social and institutional dynamics rather than explicit and intentional prejudices on the part of individuals.

This is supported by how "colorblind" laws (such as legal prohibition of marijuana and the disparate sentencing for freebase cocaine possession versus powder) can be crafted to disparately target communities based on their cultural values and practices, which in turn are largely determined by their race.

To explicitly illustrate how necessary and accepted Critical Race Theory is across the US political profession, one need only understand how politics were operated in the Nixon and Reagan era by Lee Atwater, who is infamous for promoting the GOP's Southern Strategy and his "Y'all don't quote me on this / [N-word]" quote, which makes it absolutely clear that the GOP / Republicans / American "conservatives" have long understood that laws and regulations and even political district border determination -- gerrymandering -- can be and are manipulated in a "plausibly deniable" fashion to maintain the racial status quo of society's power structures -- to maintain white supremacist privilege and discrimination against non-whites.
