there...was disagreement. in public. democrats loudly said everything was fine and trump was just a nationalist bigot.

they just didn't do anything out of the public eye to stop it.

So they voiced umbrage over potential scapegoating but ultimately didn’t stop a policy they agreed with. That sounds like healthy politics.
