How do pride parade organizers have the power to ban cops? Is this a thing all event organizers are able to do?

They just disinvite them. Don't allocate space for them. Of course cops could just randomly walk around. Non uniformed cops are still welcome to come and wear various attire.

Honestly no city services should participate but I don't want to sound like a rightoid.
