Here is the trick, find the most despised group in your society, and then loudly proclaim why they are the source of all evil in the community. Every single frickup in the communities life, pass on the blame to this group. 9 time out of 10 works every time.
In case you're wondering this is literally one of the correct ways to define fascism according to Paxton.
No policy, no rationality - a desire for a bold leader that takes action and ignores everything else.
