Gun manufacturers do this constantly. During the AR ban, starting in 94, they just built guns outside of what was legally considered an AR and kept selling. $$ and grievance is their aim.

Lower muzzle velocity is more dangerous in a mass shooting because the bullet is more likely to impart all of its energy into the victim, high velocity is only a concern with long distance or body armor
