Yeah Neocities is pretty cool because they just give you a text editor for html and css. It's not like modern site creators like Squarespace and Google sites where everything looks the same.

You can also search the Internet archive, although Marginalia is probably a better experience because it's faster and also because people looking to make old-looking sites today are doing it to be quirky and cool.
