I'd imagine a lot of it has to do with current battery tech. The fuel would be doing the vast majority of the heavy lifting so it doesn't make economical sense to toss a bunch of heavy battery cells on it (at the current moment, we're probably pretty close though) to do what might amount to 5-10% of the overall work. The weight of the battery cells is really only overcome if the batteries are doing the majority of the chugging. Otherwise you're just burning more fuel to push heavy batteries around, expending more energy than they're making up for
Totally spitballing though, but I'd imagine the economics of it just aren't there yet for the most part. This is why electric planes aren't economical yet at least
It might also have to do with current regulations on weight of the trucks. The battery cells make you heavier in the weigh station, meaning less cargo weight available. If you're gonna be using fuel you might as well just use it 100% I guess?

Why aren't full hybrid truks a thing? Seems way more practical. Low emissons and the convieniece of regular fuel

Hybrids make the most sense for passenger cars and light trucks but they donβt create hype for companies and politicians like pure EVs.

They make the most sense for locomotives as well, which is why all trains have giant diesels making electricity for their traction motors these days
