Yes, the show is based off a "literally who?", side character from a spinoff of the main Star Wars movies.
But that doesn't mean you shouldn't, or won't care about him. In fact, the fact that the main character, Cassian Andor, only appears in one other movie, taking place after the show, means there's a lot of opportunity to develop and explore the character, and goddarn do they take that opportunity.
For those of who don't know, Andor is a prequel to Rogue one, which was a spinoff of the original Star Wars movies. Rogue follows a small group of loosely aligned rebels with different backgrounds and motivations, who undertake a mission to steal the plans for the Death Star, (so that it can be destroyed by the heroes of the original trilogy). They succeed in their mission, but at the cost of their lives.
Rogue One is more mature compared to the black and white good VS evil fantasy of other Star Wars films. It gives attention to the moral grey that Star Wars doesn't usually touch on. It portrays war with grim realism, going as far as having it's main protagonists killed to drive home the point. It shows the lethality of war. It shows the dark side of the good rebel alliance and the desperate, morally questionable methods, and harsh utilitarianism used by certain sects and individuals within the rebellion.
It adds nuance to the usually black and white morality of star wars films, in some cases though characters like Cassian Andor.
When he's introduced in Rogue Cassian is a rebel invested in the fight against the tyrannical, oppressive galactic empire.
Rogue Ones darker, grittier, more philosophically nuanced portrayal of the Star Wars universe, and it's dark portrayal of Cassian, sets the tone of Andor.
