Most southern states are profoundly poor.
If MS was a country it would sit between Hungary and Poland in terms of incomes. Unlike those countries it has very little motivation to improve as the gibs they get from other states are so large and are not tied to any actual improvement.
EU funds require countries to at least try and do better. Federal funds do not have any sort of tie to actually improving and can often have cliffs. Education is a great example where the design of NCLB means they would loose funding if their education system improved so they have no financial incentive to stop sucking so hard/pay their teachers more than Walmart.
I actually really hope Marge's national divorce happens as nearly all the southern states would end up with profound leopards are my face about it. We would get to see people in MS lining up to pick up CAAid bags.
