Social movements die when people stop caring, so the longest-lasting social movements (progressivism, conservatism, religious social movements, etc) literally cannot have an end goal as a matter of self-preservation. They literally cannot win. Even if 100% of the population agreed, they'd have to create new enemies to be afraid of.
