This could be a capacity problem. Bluesky might not have enough moderators in general, or could have a diminished staff over the holdidays.
Another possible reason, common on other platforms, is a problem of cultural context.

It's a holiday capacity issue. They're triaging for certain things, and likely in the first week of January they'll have capacity back. (Every UCHISP with moderation enforcement has end of year capacity issues)
