In 2013 the public learned that the NSA had direct access to all emails, all texts, all phone calls. Along with direct access to anything Microsoft, Apple, IBM etc. That's Snowden's primary claim.

The NSA facility in UTAH, in 2013, is a million square feet and in 2013 you could fit 1 terabyte on a single hard drive. You do the math on how much data they could fit there then and now.

I think you're also not realizing how cheap text data is. You could literally fit the average person's entire life time corpus on data storage the size of a pin. All of wikipedia could fit on a tiny flash drive.

The facility is 1.5 million square feet, but it's not a million square feet of data storage.

The data storage portion is 100,000 square feet. Consider the size of server racks and how you have to configure them, and now you've reduced the footprint to 25,000 square feet, which is still a lot.

They CAN do a lot of surveillance, and the probably DO a lot of surveillance, but even with all the data in the universe you just can't be omniscient. You need to consider manpower throughput and factors other than what computers do. Yes they can automate a lot of processes but at the end of the day when they generate reports, it's still glowies in Microsoft Word getting yelled at for not using the updated TPS cover sheet for their reports.

If glowies really had an omniscient precogniscant doomsday computer then the world would be much different than it is.

This is an incorrect assumption. You're assuming the goal of the NSA is to make humans safer, instead of for example, emergent goals of all large organizations like rent-seeking and continuity.

Exabytes is a severe underestimate but regardless it's effectively infinite if you consider just text, or even text and transcribed video/audio.

Manpower? LLMs can do the same thing a million times faster and more accurately than individual agents and don't sleep. Computational requirements to analyze the data is definitely solved now, and probably has been long before public understanding of these new AI systems.
